Overview

Parker Poe Consulting’s Local Government Services Team has more than 90 years of experience leading and advising local governments. Our leaders — Milton Pope, Ed Driggers, and Clay Killian — have backgrounds as the top administrators for municipalities and counties. We help cities and towns, counties, special purpose districts, and other local governments with interim management, management consulting and coaching, executive recruitment, and project management.

We have particularly deep experience with strategic planning, including helping municipalities envision a community master plan and build it. We understand the financing methods available for large-scale projects and how to manage their day-to-day construction. We have expertise on downtown streetscapes and hotels, local government complexes, community parks, parking garages, educational facilities, and other municipal developments.

We also have strong connections within the world of local government, including through our past leadership roles with the International City/County Management Association (ICMA), the South Carolina Association of Counties (SCAC), the Municipal Association of South Carolina (MASC), and the South Carolina City and County Management Association (SCCCMA). Milton and Ed are both credentialed managers by the ICMA and are both past presidents of SCCCMA as well.
